Take up torque appears to rely on the motor drive plus the magnetic
flux / attraction between the two idler sections.

Fault: No capstan drive
Fix: The microcomputer chip IC601 delivers capstan on / off commands via
pins 52 and 53 to the M54644BL capstan drive chip IC604. Check for
outputs from IC601. Then check for outputs from IC604. Failure of
IC604 is the most likely cause of this fault.
